Australia has mixed OECD rankings for literacy and numeracy amongst adults

On Tuesday the Organisation for Economic Co-operation and Development (OECD), a 34 member international economic organization founded in 1961 that traces its origins back to the World War II-era Marshall Plan, published results on the state of adult skills in 24 countries, most of them European. Australia had mixed rankings for literacy and numeracy amongst adults, finishing amongst the top for literacy and in the middle for numeracy.

Internationally, Australia ranks fourth amongst surveyed countries for literacy proficiency amongst adults. At the highest proficiency level, level 5, Australia ranks as the second highest percentage of surveyed nations at 1.3%. It is tied with the Netherlands. Only Finland is higher at 2.2%. Readers at this level synthesize text, compare and contrasts ideas and points of view, and process information across multiple sources. Australia, at 9.4%, has one of the smallest percentages of their population at reading proficiency level 1. This means adults have a basic understanding of what they read, can fill out forms and can understanding the meaning of sentences. Overall, Australia’s mean reading proficiency score puts them on par with Norway and Sweden. When scores are adjusted for non-response, Australia is on par with Estonia. Amongst young adults aged 16 to 24 years, Australia ranks seventh amongst surveyed countries, with a mean score comparable to the Czech Republic, Estonia, Germany, Poland, Sweden, and the Flanders region of Belgium.

The Australian data said adult literacy skills did not strongly impact on social inequality, and literacy is not a barrier to social mobility. This contrasts to some other countries like the United States where literacy skills correlate to social mobility. Further, it shows an adult’s socio-economic background is not tied very strongly to skills proficiency.

Australia ranks thirteenth amongst all surveyed countries in numeracy proficiency amongst adults aged 16 to 65 years. The country’s mean score is comparable to Canada. Australia’s relative high international performance in literacy and low performance in numeracy buck international trends. When only 16 to 24 year-olds are looked at, Australia’s numeracy ranking falls one position and puts their performance comparable to Canada, Denmark, Norway, Poland, and Cyprus.

Individual performance on numeracy and literacy correlates highlighly in Australia at 0.889.

In proficiency at problem solving, Australia finishes sixth amongst surveyed nations. Adults were allowed to opt out of using computers for this test, and Australia had the sixth largest percentage at 13.7% opting to do so. In a technology-rich problem solving environment, Australia finished two nations below the international average, just behind Austria.

The percentage of adults who have completed university in Australia is close to the global average. Australia is slightly higher on the global average in terms of the percentage of the population who have not finished high school for people aged 25 to 34, and significantly higher for people aged 55 to 65 years.

Australia’s percentage of foreign-born residents rose from around 23% in 1995 to about 27% in 2009.Australia, more than most surveyed nations, has employers who require reading skills at work.

The survey says e-commerce grew by more than a factor of eight by 2008 from the levels that existed in 2001. By 2010, over 60% of Australians had access to the Internet.

The report suggests the relatively similar scores amongst the different age groups is a result of standardized testing in Australia having changed little since the 1970s.

The results are based on a survey of 166,000 adults from Australia, Austria, Flanders, Canada, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Ireland, Italy, Japan, South Korea, the Netherlands, Norway, Poland, Slovakia, Spain, Sweden, England, Northern Ireland, the United States, Cyprus, and Russia. They survey was conducted from August 2011 to March 2012, with the exceptions of Canada where data was collected from November 2011 to June 2012, and France from September to November 2012.

Indian banks propose to use gold deposits as CRR/SLR

State Bank of India (SBI) and Bank of Baroda (BoB), two of the largest public sector banks of India, proposed on Saturday their gold deposits should be allowed to count toward their state-mandated cash reserve ratio (CRR) or statutory liquidity ratio (SLR).

Arundhati Bhattacharya, the chairperson of SBI, made the proposal at a Gem & Jewellery Export Promotion Council event held in Mumbai on Saturday. She said the need for gold deposits to become more liquid has increased because gold import is putting a strain on the country’s current account deficit. S. S. Mundra, Chairperson and managing director of BoB, agreed and said it would help bringing gold into the more productive sectors of the economy.

Bhattacharya added SBI has no longer any incentive to run its gold deposit scheme as it cannot fully deploy the assets, noting SBI is the party most involved with gold deposits in India. G. S. Sandhu, Union financial services secretary, also at the event, responded that the government is looking for ways to monetize the gold held by the public, as import of gold can strain the current account deficit and foreign exchange reserves.

Currently, the Reserve Bank of India has set the CRR at 4% and the SLR at 22.5%. SLR is the portion of deposits that must be invested in recognized safe securities and assets.

Small British island gets first democratic election

Voters in the small Channel Island of Sark, a Crown dependency of the British Crown, have voted in their first democratic election, bringing an end to almost 4½ centuries of feudal rule.

Voting in the election opened at 10:00 local time (UTC) today, and closed at 18:00. The result is expected to be announced at 22:00.

57 candidates were competing for the votes of the 474 residents eligible to participate in the election, to win 28 seats.

Roger Olsen, the first person to vote in the election, commented on the transition to democracy. “Sark has an opportunity to express itself, to determine its own destiny,” he commented. “We like to make our own decisions. Now we’re set up to do exactly that,” he continued.

He also stated the he believed the island needed “fresh eyes, new blood and a new perspective”.

Suzie Thorpe, the next voter, commented on the issues which concerned her during this election. “We need a good sustainable economy. But we don’t want the island to change too much. We don’t want any helipads, thank you.”

Sark was the last feudal state remaining in the Western world, and the transition was forced by European human rights legislation that requires democratic governments.

Romanian student wins NASA Space Settlement Design Contest

Horia Teodorescu, a student in 10th grade at Costache Negruzzi College in Ia?i, northeastern Romania, won the annual worldwide NASA Space Settlement Design Contest. The contest is sponsored by the Fundamental Space Biology Program of the United States‘ space agency, NASA. The task of the contest is for students to develop designs for a permanent orbital space colony. For his design, Teodorescu was awarded a visit to a NASA base in the USA.

Concerning the contest, Teodorescu said, “I designed a space colony which is called ‘Temis’, a personification of the Greek goddess of wisdom. The project is made up of four parts.” He said that the development of the space colony in his design has two phases – “Firstly, there is the construction period, in which the Moon is used as a base for extracting and processing materials. This would last about one year. After that, there would be a period of 4-5 years, in which the population of the colony would reach 10,000.” In 15 years, Teodorescu projects in his design that the population would reach 100,000, and reach the stage where the colony would be able to sustain itself and to start developing its own economic, social and educational systems.

During the design’s conception, Teodorescu was aided by his teachers, Adrian Koriloff, Margareta Constantinescu, Nicolae Hirtan and Lucia Miron, as well as his father Horia Neculai Teodorescu, who is a professor at the Ia?i University. Teodorescu also participated in the same contest in 2004, where he received second place. The first prize was also obtained by Romanians, more precisely a group of students from Constan?a.

The Costache Negruzzi College, founded in 1895, is, with over 1500 students, the largest secondary education facility in Ia?i, a city of 320,000 people.

Canada’s west coast battles high winds

Currently, there are blackouts, heavy rain, and high winds in British Columbia. Over 220,000 BC Hydro customers have no power. Buildings have already collapsed and trees have been knowed down. Five Vancouver rivers were in danger of flooding, which rain fell at 10 mm an hour for more than six hours at midday.

The steel frame of a four-storey building under construction in Vancouver collapsed. Construction workers escaped injury, luckily they were on a coffee break at the time of the incident. The steel frame crushed cars in a parking lot and missed a truck driver.

Citizens had to evacuate a subdivision of 30 homes. The winds smashed trees into houses in West Vancouver.

“We have some real fears here with electrical problems,” said Captain Rob Jones Cook of the Vancouver Fire Department. “This is impinging on electrical poles and lamp standards. We also have hydro bus lines running down two sides of the building.” The Vancouver Fire Department says they have no idea as to why the building collapsed.

Winds are gusting at more than 100 kilometres an hour (62 mph) in some areas and rainfall amounts of 50 to 130 millimetres.

According BC Hydro spokeswoman Elisha Moreno, the hardest-hit areas are Vancouver, Surrey, Langley, Abbotsford and Mission, B.C. “We’re trying to be optimistic and hoping it’s by end of day today, but there may very well be customers that are into the early-morning hours before restoration,” Moreno said.

Extensive ferry cancellations, road closures, and massive power outages are in effect until the storm ends.

The RCMP have advised people to stay home and off the highway.

The same heavy weather has also affected nearby Washington State, USA.

As families fled their homes in the early morning hours on Thursday October 26, there was no warning. The Esperanza Fire southeast of Los Angeles and West of Palm Springs, California, had ballooned under the influence of Santa Ana winds to more than 19,000 acres as of the morning of October 27. No time to get the animals, no time for crates or even a leash. Sadly, owners left behind not only their horses, lamas, donkeys, chickens, rabbits, but also their dogs and cats.

Many of the families who did manage to evacuate their pets found themselves in the parking lot at the Fellowship in the Pass Church Red Cross Shelter where a MuttShack Animal Rescue team caught up with them.

Pam Anderson, Director of the emergency Red Cross shelter said that many people with animals had come and left.

The air was thick with smoke, and ash was raining down on the parking lot where dog owners, not able to take their dogs into the shelter were camping out in pup tents andin their cars.

Those who could afford it checked themselves into pet friendly hotels in nearby towns.

Some were prepared. Jane Garner, a small dog breeder was able to get all her animals out, and had set up her puppy runs alongside her RV in the parking lot. Others were not doing too well, having left home without as much as a leash.

The same scenario played out at the Red Cross shelter at Hemet High School. Animals were being boarded in vans, trailers and cars and small travel crates.

When MuttShack Animal Rescue arrived, a small fracas had sent several dogs off in different directions, running out of the school parking lot down busy streets necessitating an instant rescue response.

The Incident Command for the Esperanza Animals, Ramona Humane Society in San Jacinto welcomed MuttShack‘s offer to help at the shelters.

Ramona Humane Society had recently published a notice in their Newsletter about the newly passed “PETS Act”and warned owners not wait until a major disaster such as an earthquake or fireto prepare. “Be proactive to ensure that your pet will be taken care of.”

MuttShack and PetSmart Charities set up ad hoc facilities for the animals at both shelters.

The Red Cross shelter, run by Madison Burtchaell of the Orange County Red Cross was very accommodating about allowing a small emergency pet shelter adjacent to the School.

Barbara A. Fought of PetSmart Charities, an organization that works with animal welfare organizations and provide assistance in disasters, provided crates and emergency supplies.

MuttShack and Red Cross volunteers, Martin St. John, Tom Hamilton, and Steve Meissner helped assemble the crates to secure a safe environment for evacuated pets.

It was a great relief for evacuees who had camped out in the parking lot to finally leave their vehicles and relax at the shelter, setting up their cots to grab some sorely needed rest.

Firefighters and residents reported loss of wildlife and animals. The Esperanza fire burned 34 homes, consumed 40,000 acres and cost five Firefighters their lives before it was contained four days later on October 30. Firefighting operations cost nearly $10 million.

Hostage standoff in North Reading, Massachusetts ends in tragedy

In what appeared to be a hostage situation ended in tragedy this afternoon in the quiet Massachusetts town of North Reading when the body of a 72-year old man, Roaldas Baran, and his 65-year old wife, Zinaida Girdauskiene, were found dead in an apparent murder-suicide at 14 Country Club Road.

The situation began when a neighbor heard four gunshots and a woman screaming and called 9-1-1. Police arrived at the home, and encountered the 72-year old man standing over, a brief conversation was held with the man who then went back inside the house. Then a fifth shot was fired. The SWAT team of the North Eastern Massachusetts Law Enforcement Council was brought in to clear the house and evacuate the surrounding houses. The Massachusetts State Police was also on hand.

Martha Coakley, the District Attorney for Middlesex County, reported on what was found upon the SWAT team entering the house.

“In the bedroom, lying, apparently a victim of several gunshot wounds, was a female. We know her to be approximately 65-years-old. In the kitchen on the floor, also apparently the victim of a suicide, was a male we know now to be approximately 72-years-old who was her husband.”

Emily LaGrassa, Coxley’s spokeperson said the man apparently shot the woman and turned the gun on himself. Two guns were recovered.

North Reading Police had been called to the house once before in August 2004. The North Reading police are currently investigating further.

UK retailers MFI and Woolworths collapse

Two major retail chains in the United Kingdom — general retailer Woolworths Group and furniture vendor MFI Group — have entered administration. Entertainment UK — which distributes videos and DVDs to retailers and are owned by Woolworths — have also entered administration.

“The boards of Woolworths PLC and Entertainment UK Ltd have concluded that there is no longer any prospect of those businesses being able to operate as a going concern,” said a Woolworths statement.

Woolworths, who sells household goods, music and other items, owns 815 stores nationwide, and MFI owns 111. MFI CEO Gary Favell said he had “secured the future of the MFI business” in September when he led a management buyout, but cracks rapidly appeared. Favell revealed administrator Kroll were to take control of the property division and half the stores were surrendered to the administrators. He also asked landlords to grant a three-month period of no rent for the ‘new’ MFI, which only some agreed to, leaving Kroll to seek payment for the rest.

Now the entirety of MFI is in administration, with MCR as the administrator. “Closing down sales” have been announced by MCR. Analysts predict that while in the short term consumer confidence will be damaged by the collapse, in the middle term it will help the situation as excess competition and capacity are removed. MFI employs 1,500 people.

The administrators for Woolworths and Entertainment UK are consultancy firm Deloitte Touche Tohmatsu. “In the last 24 hours we have received expressions of interest from a number of parties for both the retail and wholesale businesses,” said Deloitte partner Dan Butters. “We are working hard to ensure that any sale of the business, in whole or part, will preserve jobs.” The 25,000 Woolworths employees have their positions safe until Christmas.

Shares in Woolworths have been suspended at just over a penny each. The firm also owns 2Entertain, a DVD publishing joint venture with BBC Worldwide, and book wholesalers Bertram Books. Both are currently operating as usual, although Woolworths is seeking to sell 40% of 2Entertain to the BBC.

“The important thing is in the long run that employees in this company – where the businesses and the shops are not going to stay open in the longer term – can get other jobs quickly,” Prime Minister Gordon Brown said. “That’s why we’re going to move in immediately to give advice to employees.”
