2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.
Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.
Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.
Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard. Tseng also focused on the importance of the multi-culture aspect and talked about making Melbourne the capital of the aboriginals. Tseng also explained why he thinks Melbourne is poised to be a world city by 2030.
Tseng’s deputy Lord Mayor candidate Gricol Yang is a Commercial Banker and works for ANZ Banking Group.
Currently, Sally Capp is the Lord Mayor of Melbourne, the Victorian capital. Capp was elected as an interim Lord Mayor in mid-2018 after the former Lord Mayor Robert Doyle resigned from his position after sexual assault allegations. Doyle served as the Lord Mayor of Melbourne for almost a decade since 2008.
Global study dispels some myths about sexual behaviour

The first comprehensive global study of sexual behaviour, published today as part of The Lancet’s Sexual and Reproductive Health Online Series, found that people aren’t losing their virginity at ever younger ages, married people have the most sex, and there is no firm link between promiscuity and sexually transmitted diseases.
Experts say data gleaned from the study will be useful not only in dispelling popular myths about sexual behaviour, but in shaping policies that will help improve sexual health across the world. Researchers looked at previously published studies on sexual behaviour in the last decade.
Professor Kaye Wellings, of the London School of Hygiene and Tropical Medicines, and her colleagues analysed data on sexual behaviour in the last decade from 59 countries.
The report also shows no support for the common notion that there is a culture of multiple sexual partners in countries with poor sexual health. Multiple sexual partners, it turns out, are more common in industrialised than in developing nations.
The study also found that contrary to popular belief, sexual activity is not starting earlier. Nearly everywhere, men and women have their first sexual experiences in their late teens; from 15 to 19 years old — with generally younger ages for women than for men, especially in developing countries.
“A single woman is more able to negotiate safe sex in certain circumstances than a married woman,” said Paul van Look, director of Reproductive Health and Research at the World Health Organisation, who was unconnected to the study and points out that “married women in Africa and Asia are often threatened by unfaithful husbands who frequent prostitutes”.
There is much greater equality between women and men with regard to the number of sexual partners in rich countries than in poor countries, the study found. This imbalance has significant public health implications. Because of the diversity of sexual habits worldwide, Wellings warns that no single approach to sexual health will work everywhere. “There are very different economic, religious and social rules governing sexual conduct across the world,” Wellings said.
For example, men and women in Australia, Britain, France and the United States tend to have an almost equal number of sexual partners. In contrast, in Cameroon, Haiti, and Kenya, men tend to have multiple partners while women tend only to have one.
Along with other industrialised countries, Australia was one in which having two or more sexual partners in the past year was comparatively common.
Single men and women in Africa were fairly sexually inactive: only two-thirds of them reported recent sexual activity, compared with three-quarters of their counterparts in developed countries.
In what researchers said was proof the sexual double standard was still strong, more men than women reported having more than one partner.
“These findings beg the question of who the men are having sex with,” they wrote.
Italy had one of the lowest percentages of men who had sex before age 15 (4 per cent), compared to 18 per cent in the United States and 30 per cent in Brazil and the Dominican Republic. The researchers said early initiation was more likely to be non-consensual, unsafe and generally to be regretted later.
The study suggests that unequal treatment of girls and women as the major sexual-health issue.
The researchers call for providing sexual health services to unmarried young women, supplying condoms, decriminalizing commercial sex and homosexual sex, and prosecuting the perpetrators of sexual violence.

Fewer than half of unmarried non-virgins reported having sex in the past month.
Some of the major findings the survey found were:
- School-based sexual education delays and does not hasten onset of sexual activity.
- First sexual experience is often forced or sold.
- Marriage is no safeguard of sexual health. It is more difficult for married women to negotiate safe sex and condom use than it is for single women.
- Condom use is increasing, but condom-use rates remain low in many developing countries.
- Among girls who marry at a very young age, “very early sexual experience within marriage can be coercive and traumatic.”
- While there is no major trend toward earlier sexual experience, a trend toward later marriage has led to an increase in premarital sex.
- Public health measures to improve sexual health should focus not only on individual behaviours but also on broader issues such as gender, poverty, and mobility.
- Public-health messages intended to reduce sexual risk-taking “should respect diversity and preserve choice.”
- Monogamy is the dominant pattern in most parts of the world. Men report more multiple partnerships than do women. Such men are more likely to live in developed nations.

The wood is also often treated chemically for an enhanced look and it is not know whether it is ultimately safe for either people or the environment.

The grading of teak is one of the first places to start learning. By asking if teak is Grade A, much can be learned immediately. Almost none of the teak that comes from Indonesia is Grade A. That ranking is almost solely American teak. In looking at Indonesian teak, expect to see a soft yellow coloration to it. A reddish teak comes from the Amazon while American teak has little color to it. Neither Indonesian nor Amazonian teak will achieve the silvery weathering that American teak manages.
Fittings should be of solid brass for longevity. With a little education, it is possible to tell if it is real brass or a galvanized metal that looks like brass. Real brass won’t rust. The finish should not appear to contain additional oil. One of the real benefits of natural teak is that it contains enough oil just in its natural composition. Be hesitant to purchase chemically treated or oiled teak.
The natural oil contained in teak is what makes it so beautiful over the years. Those properties come naturally, and are also what makes it so water repellent. There’s the very reason that shipbuilders have historically preferred it over all other woods. Withstanding nature with grace and achieving lasting beauty is important.
Guarantees are an important part of purchasing teak outdoor furniture. Always look for products that offer four to five years as a warranty for a simple reason. If the teak or fittings are inferior, the pieces will fall apart within that time and it will be possible to make a claim for refund or replacement. Make sure the paperwork is included with what you take home along with being marked on the receipt too.
There’s nothing wrong with Indonesian teak. It can be just as long lasting and beautiful as any other. It may not be as high of a grade as American teak but its price-line will also be lower. U.S. Army Surgeon General: Many soldiers with personality disorders can perform well

The U.S. Army’s surgeon general, Lt. Gen. Kevin C. Kiley, told reporters Friday that soldiers exhibiting personality disorders would not be automatically discharged because many can continue to perform their duties well. However, the army did discharge more than 1,000 soldiers last year for personality disorders. Among them was Steven Dale Green, who now stands accused of raping a young Iraqi female and murdering her and her family.
Kiley also said; “There is something very demanding and tough about being in combat. And anything that would be perceived as being weak and not ready and tough carries with it some stigma.”
U.S. Defense Department officials announced last month that they have set up a task force to study the mental health of American troops. The 14-member Mental Health Task Force’s primary job is to produce a required report for Defense Secretary Donald Rumsfeld and Congress before June 2007 that lays out a long-term plan to improve the effectiveness of the military’s mental health treatments, according to a Pentagon press release.
On May 4, prior to the creation of the task force, U.S. Senator Barbara Boxer said the military faces a “mental health crisis” and criticized the Pentagon for inaction. In a letter to Rumsfeld, Boxer noted that 25 soldiers committed suicide in Iraq and Afghanistan in 2005, up from 20 soldiers the year before.
Annie Awards for animation Sunday; Wikinews will be there

This Sunday, the International Animated Film Association (Association International du Film d’Animation) or ASIFA will hand out the Annie Awards in Glendale, California. As animation’s highest honor, the crowd is always a who’s who of direction, art design, character design, layout, visual effects, and voice artists.
There are 23 award categories in the Annies, sorted into Individual Achievement and Production categories.
Perhaps the most competitive category is “Best Animated Feature”, which will be a fight between Cars (Pixar Animation Studios), Happy Feet (Warner Bros. Pictures/Village Roadshow Pictures/Kennedy Miller Production/Animal Logic Film), Monster House (Columbia Pictures/ImageMovers/Amblin), Open Season (Sony Pictures Animation/Columbia Pictures) and Over The Hedge (DreamWorks Animation).
Cars, Happy Feet, and Monster House are all nominated in the Academy Awards for the same category, perhaps signifying an edge up in the competition.
Direct-to-DVD releases are eligible for the “Best Home Entertainment Production”. Included are Bambi II (DisneyToon Studios), The Adventures of Brer Rabbit (Universal Animation Studios), and Winnie the Pooh: Shapes & Sizes (DisneyToon Studios).
Charlie and Lola, Foster’s Home for Imaginary Friends, King of the Hill, The Fairly OddParents, and Wow! Wow! Wubbzy! are all up for “Best Animated Television Production”.
“Best Animated Video Game” will be awarded to either Flushed Away The Game (D3 Publisher of America, Inc.), Monster House (THQ, Inc.), and SpongeBob SquarePants: Creature From the Krusty Krab (THQ, Inc.); the category was just created last year.
Adventure Time (Nickelodeon), Fumi and the Bad Luck Foot (Thunderbean Animation), No Time For Nuts (Blue Sky Studios), and Weird Al Yankovic Don’t Download This Song (Acme Filmworks) are all up for “Best Animated Short Subject”. Only No Time for Nuts is up for an Oscar, which has significantly different rules. “Best Animated Television Commercial” will go to either an advertisement for Candy Factory, ESPN, Hilton, St. Louis Zoo, or United Airlines.
Notably, no non-US films or productions have been nominated for any of the awards.
ASIFA is a non-profit worldwide organization dedicated to preserving and promoting animation, which maintains national branches in 55 countries, as far away as UlanBaatar, Mongolia and Tehran. The Annies are awarded by its California chapter ASIFA-Hollywood.
The awards were started in 1972, after voice actress June Foray noticed the industry lacked a formal way to acknowledge its achievements. Performing in over 202 productions, Foray’s most known characters are Rocket J. Squirrel (Rocky and Bullwinkle) and Granny (Looney Tunes).
ASIFA also hands out “Juried Awards” to various notable figures in animation. Bill Plympton, Genndy Tartakovsky, and Andreas Deja will each win the Winsor McCay Award, in recognition of lifetime or career contributions to the art of animation. Bill Matthews, Michael Fallik, Marc Deckter, and Eric Graf will each win a Certificate of Merit. The June Foray Award will go to Stephen Worth, for his “significant and benevolent or charitable impact on the art and industry of animation.” The Ub Iwerks Award and Special Achievement award will not be handed out.
Professional photographer John Mueller will attend the ceremony on behalf of Wikinews, taking photos of nominees and the rest of America’s animation elite. Mueller was selected from a wide pool of professionals offering their services. The photos from the event will be released under the Creative Commons By Attribution license, which allows them to be used by anyone for any purpose.
